Major Changes to Learner’s Permit Requirements

Beginning August 1, 2025, Florida’s process for obtaining a learner’s permit will undergo a significant transformation. If your teen is preparing to get behind the wheel, this new law will directly affect the steps they need to take.

Previously, teens were only required to complete a 4-hour Traffic Law and Substance Abuse Education (TLSAE) course. That will no longer be enough after the new law goes into effect.

What’s Changing?

Under the new law, teens must complete a 6-hour driver education course from an approved provider before they can take the permit test.

Key Deadline: July 31, 2025

Teens between 14½ and 17 years old can still qualify under the current, shorter process — but only if they complete the TLSAE course before July 31, 2025.

  • The TLSAE certificate remains valid for one year.
  • Missing this deadline means completing the longer 6-hour course — potentially resulting in more time, higher costs, and longer delays.

Step-by-Step Guide:

Getting a Learner’s Permit in Florida

If Applying Before August 1, 2025:

  1. Be at least 14½ years old.
  2. Complete the 4-hour TLSAE course online from one of these providers:
    1. American Safety Council
    2. American Safety Institute
    3. National Highway Safety Administration
    4. $15 DETS / NISE Company
  3. Pass the learner’s permit test (available online).
  4. Bring your TLSAE certificate, test results, and required identification to the DMV or local tax collector office.
  5. Receive your learner’s permit.

If Applying On or After August 1, 2025:

  1. Be at least 14½ years old.
  2. Complete the new 6-hour driver education course (approved providers are the same as above).
  3. Pass the permit test.
  4. Bring your documentation to the DMV and receive your learner’s permit.

Florida DMV offices — including those in Pasco, Pinellas, and Hillsborough Counties — expect a surge of confused or unprepared applicants after August 1. Avoid delays and complications by ensuring your teen completes the 4-hour course while it’s still an option.
